Look Before You Fill
Each time a cylinder is filled, a visual inspection should be performed. Look for rust, dents, gouges, or cuts on its surface.

The best way to mark the number - here are insights from federal and state enforcement:
- write it on labels, "indelible" ball point pen makes not only mark but indention, but if no indention, pen usually rubs off easy. Needs to also leave indention.
- also sharp object to etch on silver decals, lasts awhile
- thin permanent sharpie (if label is placed on inside of the cylinder collar) if on outside even the permanent sharpie can surprisingly rub off over time
- custom last awhile if placed on the inside of cylinder collar
